Specific app from Tutu App could not be downloaded at this time

I'm trying to install this app from Tutu called The SimsTM FreePlay Hack. Whenever I try to install it, it says "The SimsTM FreePlay Hack" could not be installed at this time. I've literally tried everything , using a vpn, resetting network settings, The date and time skip trick, but no matter what I do, this one app just won't download. I can download other apps from tutu apart from just this one. I can even download other hack games but just this one. Just my luck I guess.

Does anyone know how to fix this? I need to finish this one quest, pleeeeeasse someone help!!
